Human Resources Strategy for Researchers (HRS4R)

The European Charter for Researchers
The European Charter for Researchers is a set of 40 key principles designed to foster attractive, transparent and sustainable research careers and strengthen research and innovation excellence in Europe. The Charter covers four key areas: ethics, integrity, gender equality and open science; assessment, recruitment and career progression of researchers; working conditions and practices; and research careers and talent development.

Our Commitment
By committing to the principles of the European Charter for Researchers, we aim to foster an open, inclusive environment that supports researchers’ professional development, ensures transparent career opportunities, fair assessment of researchers and appropriate working conditions. Through this commitment, we seek to strengthen the organisation’s research culture, promote talent development and contribute to the advancement of high-quality, responsible and open science.

Governance
The Human Resources Strategy for Researchers (HRS4R) process at the Lithuanian Energy Institute is implemented as a joint institutional effort, involving the management, administrative departments, heads of research divisions and representatives of the research community. Two main governance structures have been established to oversee the process: the Steering Committee and the Working Group.

The Steering Committee provides strategic oversight of the process, approves key documents, sets priorities and monitors the implementation of commitments and overall progress.

The Working Group coordinates the day-to-day implementation of the HRS4R process by preparing the necessary documents, assessing the implementation of planned activities and their outcomes, and preparing periodic progress reports. Its members represent the administration, the Directorate, research divisions, doctoral researchers and researchers at different career stages, thereby ensuring inclusiveness, representation of diverse community groups and staff engagement.
