Project is devoted to elaboration of methodology and corresponding mathematical models (based on IAEA tools) for evaluation of the least-cost long term greenhouse gas mitigation strategies in Lithuania, as well as for preparation of recommendations for applicability of different measures, including nuclear energy, in order to achieve foreseen emission reduction targets.

LEI activities in the Project

Following problems will be analyzed and corresponding methodological approaches will be developed in the project:

  1. Limitation principles used for greenhouse gas emissions depend on whether emitting technologies participate in the greenhouse trading system or not. These different principles requires preparation of corresponding emission accounting and limitation principles in the mathematical models used for energy sector development and operation. This problem will be analysed in the proposed project and adequate greenhouse gas emission modelling principles will be proposed and applied.
  2. Nuclear energy can significantly contribute to reduction of greenhouse gas emissions. However, problems of integration of large nuclear units into comparativelly small power systems reguire proper modelling of reservation options and reflecting reactor shutdowns for refuelling. In this relation approaches for modelling of primary, secondary and tertialy reserves, as well as for refuelling will be developed and applied in the analysis.
  3. Electricity generating technologies running on renewable energy sources may also contribute to reducing greenhouse gas emissions but have an intermittent generation pattern that makes significant impact to future structure of generating capacities of power system, as well as on their operation manner. Therefore special attention will be paid on analysis of intermittent electricity generation options and their integration into the energy sector model.
  4. Significant part of greenhouse gas emissions comes from heat supply, transport sector and industry. Operation of electricity generation system is closely linked with development and operation of other systems like district heat supply, decentralized heat supply, transportation system, etc. Therefore big attention will be paid to reflecting of common operation of mentioned systems in order to get the highest cost efficient reduction of greenhouse gas emissions in the country.
  5. Different support schemes for technologies generating carbon free electricity or heat are used. However, there is a question, how these support mechanizms should be used in the most efficient way. An attempt to contribute to solving of this problem will be made also in this project.
