The Spanish Presidency of the Council of the European Union, together with the European Commission, organises the 17th annual conference on the Strategic Energy and Technology Plan. The event will take place in Viladecans (Barcelona) on November the 13th  and the 14th. It will gather more than 300 people, attracting the most relevant stakeholders and policymakers to reflect on the latest developments of the SET Plan and on boosting energy research and innovation for a competitive Europe.

 

This edition will focus on energy research and innovation as tools for a competitive Europe, and how the Revamped SET Plan will contribute to this goal. Furthermore, it will address the most critical and societal energy challenges for complying with EU policies such as “Fit for 55”.

Using measurements in monitoring energy efficiency policies: examples from 5 countries

Measurement is one way to ensure reliability of data used to calculate energy savings. This is for example used for metered energy savings as specified in the Annex V of the Energy Efficiency Directive. Unlike deemed savings, using metered energy savings does not require to define standardised types of energy efficiency actions: it can be used to assess energy savings from energy efficiency projects tailored to the end-use site.

Using measurement raises various issues, for example about what is to be measured or metered, ensuring consistency in the measurement and calculation methods, or whether too demanding requirements may create barriers to the implementation or reporting of energy efficiency projects.

Horizon Europe info day – Cluster 5

About the event

The European Commission’s Info Day will present the research and innovation topics proposed for 2024 under the Work Programme 2023-2024 of Horizon Europe Cluster 5, addressing Climate, Energy and Mobility. The event will give the opportunity to prospective applicants to learn more about the funding options of the programme for 2024 (with a budget of slightly more than €1 billion available) which focuses on twin green and digital transitions to achieve climate neutrality in Europe by 2050.

Registration to this platform is required prior to the event. Streaming sessions will be accessible once logged in.

Brokerage event

A separate virtual brokerage event organised by the GREENET project, the network of Cluster 5 National Contact Points (NCP), will take place on 18 October. The brokerage event will provide the opportunity for future project partners to network, mainly through dedicated bilateral meetings organised by topics, but also by attending the pitching session presenting project ideas or entity profiles.

The Brokerage Event registration is open until 30 September. Entities willing to participate in the pitching session can send their presentation until 8 September.

EU LIFE Info Days 2023 – Clean Energy Transition

The LIFE programme is the EU’s funding instrument for the environment and climate action. Created in 1992, it has co-financed thousands of projects. The LIFE programme 2021-2027 is managed by the European Climate, Infrastructure and Environment Executive Agency (CINEA), has a budget of €5.4 billion and is divided into four sub-programmes:

  • Nature and biodiversity
  • Circular economy and quality of life
  • Climate change mitigation and adaptation
  • Clean energy transition

1st Call for papers

Scope of the seminar

Research in resilience of infrastructure systems has been constantly increasing during the last decade and is expected to grow further. Although the term resilience was used in material science already in 19 th century, the current meaning of system resilience originates from research in ecology back in 70s. Self-repairable computer systems, being developed also in the same decade for space and defence applications, could be considered as examples of resilience applications in engineering. Resilience applications in technical systems domain have evolved most significantly during the last two decades and the term resilience has already been transferred to the policy domain, as the Directive on the Resilience of Critical Entities (CER Directive) went into force in January 2023 and replaced the Critical Infrastructure Directive, published in 2008.

Two fundamental points in resilience domain to be addressed by the Seminar are:

  • The methodological development of resilience assessment from a conceptual framework to modelling approaches.
  • The metrics for resilience assessment and development of quantitative tools for decision making.

The 63rd ESReDA seminar will be a forum for exploring these points and other related questions. We aim to discuss theories, concepts, and experiences of resilience assessment methodologies and applications. Authors are invited to present their proposals and discuss successes and/or failures and to identify future needs in resilience research. We want to encourage new ideas, scientific papers, conceptual papers, case studies and cross-sectoral research on this topic with examples and applications of infrastructures exposed to both technological and natural threats, hazards. This seminar will bring together researchers, practitioners and decision-makers.

Target groups and domains of application (examples)

Papers for the seminar are welcome from various stakeholders (industry, academia, R&D consultancy organisations) and could address different infrastructure sectors:

  • Energy sector (electricity, gas, hydrogen)
  • Transport sector (rail, road, air and maritime)
  • Other Critical infrastructures, networks and entities
  • Urban development
  • Public sector and government

This seminar is aimed at addressing resilience due to different hazards and threats, such as:

  • Disruptions of infrastructures due to aging or random failures,
  • Natural disasters,
  • Intentional attacks or man-made hazards,
  • Emerging threats (e.g. hybrid).

Interdependencies of infrastructures and cascading effects are also among the topics of the Seminar. It integrates as well technical, human, organizational, social, financial dimensions. Other topics may be included if they fit well within the topic on resilience assessment.

ESReDA project group on Resilience Assessment of Critical Infrastructure

ESReDA is currently considering a new project group (PG) on Resilience Assessment of Critical Infrastructure, pending approval by the General Assembly of ESReDA during the meeting in April 2023. This project group (PG) continues the work done in the previous ESReDA project group “Resilience Engineering and Modelling of Networked Infrastructure” during 2018-2021 years.

The aim of the PG is to develop and propose an integrated approach for quantitative resilience assessment including management decisions (comparison of solutions for investment, maintenance) in a context of uncertain scenarios (global change and emerging threats).

This Seminar will serve as a forum to discuss the work of the project group, exchange ideas and set a work plan for the next years. A dedicated project group meeting is planned on October 24, the day before the Seminar. The Seminar participants are welcome to join the meeting either as PG members or observers.
